This strange vehicle was posted on Ebay in 2009 and the owner said he had a patent on the "Power Hoe" idea. Well the truck never made the $20,000 reserve price and slipped back into obscurity. That was until Bruce Hamilton did some Google patient searching and came up with this list of documents. I've tried to make contact with the owner to get more specifics on the truck but so far have been unsuccessful.
