This is the metal ring
that goes around the steering column, only these were specially made with a
split and a welded tab on the top hole, what the purpose is, allows you to have
this ring to be removable without removing the steering wheel and the dash, the
holes are the same to match the new or original floor plates that go around the
steering column. The floor plates also have the threaded nut inserts underneath.
